Casey is an expert in disaster recovery and mitigation.

Casey is a former Louisiana State Hazard Mitigation Officer (SHMO) with subject matter expertise in Federal Emergency Management Agency (FEMA) recovery programs, including the Hazard Mitigation Grant Program (HMGP), Flood Mitigation Assistance (FMA), and Building Resilient Infrastructure & Communities (BRIC). He has expertise in project and program management; FEMA hazard mitigation; public assistance grant programs; Department of Housing and Urban Development (HUD) Community Development Block Grant – Disaster Recovery (CDBG-DR) and Mitigation (CDBG-MIT) programs; operations and logistics; personnel administration; protocol and briefings; and quality assurance and control management.

Casey is experienced in integrating diverse federal programs; coordinating technical, environmental, and historic compliance; and managing complex projects. He has an established reputation for managing large-scale programs to enhance recovery and support resilient, sustainable communities. He is a recognized expert witness in the FEMA Hazard Mitigation Grant Program for the 19th and 22nd Judicial District Courts of Louisiana. In New York, Casey was the subject matter expert responsible for assisting the Governor’s Office of Storm Recovery (GOSR) with all of its HMGP projects. He was directly responsible for creating an innovative global match program that saved the State of New York approximately $100M in HMGP match funds.
