John Rabin

John is committed to helping communities prepare for, respond to, and recover from disasters while also making them more resilient against the increasing risk of natural disasters and emerging threats.

John Rabin is a vice president in ICF’s disaster management division. In his previous role at FEMA, he supported federal response operations to Hurricanes Sandy, Maria, Irma, Michael, Matthew, Ida, as well as the Maui wildfires and numerous floods, fires, and tornadoes.

John previously served as the assistant administrator for response at FEMA. He was in charge of coordinating the federal emergency management response to state, local, tribal, and territorial communities affected by natural disasters, terrorism, or other emergencies. His responsibilities included overseeing the national urban search and rescue system, disaster emergency communications, the national response coordination center, and various national planning, warning, and reporting organizations.

Prior to leading the Response Directorate, John served as the assistant administrator for field operations, where he was responsible for training, readiness, and the leadership of more than 13,000 disaster workforce personnel. In 2017, he was the acting regional administrator of FEMA Region II, where he directed all aspects of federal emergency management for the states of New Jersey and New York, the commonwealth of Puerto Rico, the territory of the United States Virgin Islands, and the federally recognized tribal nations in the region.

John has also served as deputy assistant administrator for national preparedness where he led the day-to-day operations that provided the guidance, training, exercises, and programs to prepare the nation to prevent, protect, respond, and recover from all hazards.

A former firefighter and emergency medical technician (EMT), John is a graduate of the United States Naval Academy and the executive leaders program at the Naval Postgraduate School’s Center for Homeland Defense and Security.
