Frank has more than 28 years of experience in transportation demand management and mobility programs, focusing on optimizing client programs, navigating change, executing and streamlining innovation and improvements.

Frank has more than 28 years of experience in transportation demand management (TDM) and sustainable mobility programs. He is currently a board director for the national Association for Commuter Transportation (ACT) and a past member of the Transportation Research Board’s Committee on TDM. Before joining us, Frank worked for Meadowlink, a progressive non-profit Transportation Management Association. He managed a six-county TDM program for the New Jersey Department of Transportation and NJ Transit.

Under a contract with the New York State Department of Transportation (NYSDOT), Frank leads and operates the Statewide Mobility Services program. This includes providing transportation, shared, and sustainable mobility solutions to local governments, rural transit agencies, employers, colleges/universities and individual travelers. Services include strategic planning and the development of organizational-level transportation strategies for employers, local governments and transit agencies, and the provision of specific tools, services, and information for individual travelers. The program hosts a statewide mobility platform for travelers, which includes personalized rideshare matching and transit trip planning, a traveler information website, mobile apps and social media channels, and a customer support center to assist New Yorkers and keep travelers informed. Frank leads a team of subject matter experts and subcontractors to deliver a seamless statewide program.

Frank has served as a Senior TDM Advisor and workshop facilitator on the Atlanta Regional Commission’s long range regional TDM plan as well as for SANDAG’s on-call TDM contract, FHWA support, Tahoe Regional Planning Agency Mobility project, Southwest Pennsylvania Commission TDM Plan, Project Officer for the North Jersey Transportation Planning Authority TDM and Mobility Plan, and the Project Officer for a Regional Travel Demand Management Study for the Metropolitan Council for the Twin Cities. Frank is also currently serving as a Project Manager for a TDM study for state employees on the island of O’ahu and an advisor to LA County’s Electric and Shared Mobility Plan.
