Frank T. Mongioi, Jr.
Frank has more than 25 years of experience in transportation demand management (TDM) and mobility programs. He is currently a director for the National Association for Commuter Transportation and a member of the Transportation Research Board’s Committee on TDM. Before joining us, Frank worked for Meadowlink, a progressive non-profit Transportation Management Association. He managed a six-county TDM program for the New Jersey Department of Transportation and NJ Transit.
Under a contract with the New York State Department of Transportation (NYSDOT), Frank currently serves as the main project account manager for the Integrated Regional and Statewide Travel Demand Management Program, delivering support of an active TDM program. He provides leadership to the entire contract team, including the regional project account managers, core program staff, and specialized technical experts. Frank implements TDM programs and successfully partners with stakeholders to execute behavior-changing programs. He has supported NYSDOT for more than 14 years through 511NY Rideshare, Clean Air NY, 511NY, and the Statewide Strategic TDM Policy Framework.
Frank has served as a senior TDM advisor on the Atlanta Regional Commission’s long-range regional TDM plan, the Southern California Association of Governments’ TDM plan, the San Diego Association of Governments’ on-call TDM contract, and the Southwestern Pennsylvania Commission’s regional TDM plan. He is also currently a deputy project manager for the TxDOT Houston ConnectSmart program and a project officer for the North Jersey Transportation Planning Authority TDM and Mobility Plan project.
