Andrew MacKinnon
Senior Consultant
Andrew MacKinnon specializes in design and delivery of research and evaluation of public policy with a focus on environment, water governance, technology, innovation, investment, and trade.
Andrew MacKinnon brings 10+ years of experience in public policy research and evaluation to ICF, using both theory-based and quasi-experimental approaches. He leads quantitative and qualitative research studies with a focus on water governance, environment, innovation, technology, investment and trade. This work includes leading interviews, analyzing documents and data, developing evaluation frameworks, coding interview results and report drafting. Recent projects include:
- Led the review of the processes and systems that underpin the UK’s Infrastructure Bank’s (now National Wealth Fund) objectives, analyzed emerging evidence on the role of the Bank in terms of value add, and developed a proposed framework and methods for future evaluation.
- Led the rapid evidence review of effective management of water resources as part of the UK’s Protected Sites Strategy for Natural England.
- Led a process, impact and economic evaluation of the UK’s Open Networks Programme (£300 million programmes consisting of a suite of sub-programs, including R&D interventions, to deliver upon the UK’s 5G Supply Chain Diversification Strategy) for the UK’s Department for Science, Innovation and Technology.
