Nora Lovrien Buehler
Nora Lovrien Buehler is a director for energy efficiency and clean energy policy and programs at ICF. She has more than 22 years of experience working in public policy research and program delivery in support of federal and state-level public sector clients, of which 20 years have focused on clean energy (energy efficiency and/or renewable energy) policy. She supports clients in a broad strategic capacity through technical and policy research of utility demand-side management (DSM) programs and through the engagement of senior industry experts. She has a deep knowledge of public-private climate protection partnerships and a background in sustainable approaches to urban and community development.
With a background in urban planning, Nora is driven to address negative environmental and social impacts stemming from the traditional energy industry. She brings this passion to support the Department of Energy, Office of State and Community Energy Programs and the Office of Energy Efficiency and Renewable Energy in projects ranging from technical assistance for the Energy Efficiency and Conservation Block Grant program, to managing training and coaching for the first ever Energy Champions Leading the Advancement of Sustainable Schools (CLASS) prize for local education agencies in disadvantaged communities.
Nora began her ICF career supporting the U.S. Environmental Protection Agency’s ENERGY STAR program working with utilities and other energy efficiency program sponsors across 12 Midwest states. She guided the evolution of utility demand-side management from initial regulatory filings through program design and customer marketing. She now is a senior advisor to the team of regional account managers supporting ENERGY STAR partners serving more than 90% of U.S. households to deliver energy and money-saving energy efficiency programs to customers.
Under her leadership, the team helped grow the ENERGY STAR annual product promotions to engage partners serving more than 48 million U.S. households. Nora has mentored and fostered the expertise and knowledge of 16+ Clean Energy account managers and team members to provide seamless, quality support to the EPA.
