Matt Dugan
Matt leads our Program Implementation practice in the Northeast United States. He has more than two decades of experience developing and implementing electric, natural gas, and carbon reduction energy efficiency programs. Matt has served in the role of project director for all of our Northeast U.S. managers’ client engagements. Select clients include Central Hudson Gas and Electric, PECO, the New York City Mayor’s Office of Sustainability, Con Edison, Orange and Rockland Utilities, National Grid, Eversource, Liberty Utilities, and the Massachusetts Department of Energy Resources. As project director, Matt ensured contract and financial management, client satisfaction, client advisory services, staff direction, and overall performance of each program to client stated expectations.
Matt previously served as the manager of residential and low income energy efficiency programs at KeySpan Corporation (now National Grid) and as manager of commercial and industrial energy efficiency at National Grid. Several programs he has managed have been recognized nationally as exemplary energy efficiency programs by the Association of Energy Services Professionals (AESP) and the American Council for an Energy Efficient Economic. Matt has extensive experience seeking and receiving approval for programs through the regulatory process. In addition to receiving authorization for ongoing efforts in Massachusetts while with KeySpan, he managed the launch of natural gas programs in New Hampshire and New York and played a significant role in the approval to launch natural gas programs in Rhode Island. Additionally, Matt has managed the development of the energy efficiency portion of Keyspan’s Integrated Resource Planning filings.
