Lucas Bare

Lucas Bare is a conservation planner and endangered species regulatory expert with over 15 years of experience in environmental planning, natural resources management, and conservation biology.

Lucas is a managing director in ICF’s habitat conservation planning and implementation practice. He has more than 15 years of experience as a technical expert and project manager in habitat conservation planning, environmental impact assessment, and natural resources management.

Lucas has managed projects for public and private sector clients, across a range of industries including energy, utilities, and water. Lucas’ expertise is developing regional habitat conservation plans (HCPs) for public and private sector clients to provide long-term regulatory compliance under the Endangered Species Act. Lucas has also worked with the Bureau of Land Management, U.S. Forest Service, and U.S. Fish and Wildlife Service to develop land and resource management plans, Environmental Assessments, and Environmental Impact Statements under the National Environmental Policy Act.

Lucas is an experienced project manager who focuses on applying ecological science to create practicable and defensible environmental review and permitting documents for his clients. He also teaches classes on endangered species regulations at the University of California-Davis Continuing and Professional Education program and serves on the National Habitat Conservation Planning Coalition’s HCP Improvement Committee.
