Tech and cybersecurity exec Kevin Bearden is helping clients transform service delivery through modernized systems and safeguarding mission-critical data

From serving in the U.S. Army Signal Corps to delivering mission-critical programs for federal, state, and local clients in digital transformation, cloud, cyber, advanced analytics, intelligent automation systems, and more, Kevin Bearden has found the perfect home at ICF.
Kevin joined us in October 2024, bringing 25 years of leadership experience in these areas and beyond. He has a proven track record of managing large, matrixed organizations across multiple companies, geographies, and business lines, expertise that will help advance our delivery of key digital and data modernization and enterprise services to protect people, processes, and systems.
Taking a human-centric approach
Kevin now leads a team of 1,300+ professionals overseeing programs that support federal civilian and national security, as well as state and local clients. And is committed to helping our clients transform service delivery by creating and implementing programs that drive enterprise integrity and efficiency to improve performance, build capacity, and create measurable impact in organizations and communities.
Kevin understands that helping organizations transform service delivery is not just about modernizing outdated IT systems. That we must start by understanding the mission then support all aspects of the enterprise.
He says, “People are critical to successful transformation, so we focus on human-centered design from the outset, as well as change management and workforce development. Efficient and effective processes must also be in place to guide the transformation, with the end in mind. Then modernized systems must be created that are scalable, reliable, adaptable, and secure, to support the organization and its mission for years to come.”

Kevin’s priorities for his team include enriching and building better relationships with our customers, expanding and growing our training and technical assistance capabilities through technology, and fostering collaboration across our services and offerings to improve client delivery and mission impact.

This philosophy is needed now more than ever as agencies face rapid, revolutionary change. They’re looking for a trusted advisor who has a deep understanding of their needs and mission, recognizes what’s working and what’s not, helps them identify their goals and what they need to accomplish, then helps them chart and navigate the best path forward.
An example is how we’re using generative AI to help organizations upskill and reskill their teams cost-effectively, at scale and at speed. And the role change management plays in supporting large-scale system modernization by placing systems users at the core.

In his free time, Kevin’s volunteers for the Cornerstone Schools of Washington, D.C., mentoring youth through a lunch buddy program. He’s also a passionate advocate for veterans’ issues and volunteers for the Concerned Veterans for America, the country’s largest grassroots veterans advocacy group.
