
Hazelle Tomlin
Hazelle is an expert in GHG quantification, policy setting, and sustainable land management.
Hazelle works with government and private-sector clients on agriculture, climate resilience, and sustainability. Her expertise includes greenhouse gas (GHG) quantification, policy setting, and sustainable land management.
Hazelle holds a Master of Science in greenhouse gas management and accounting from Colorado State University and a Bachelor of Science in geology and geography from the University of Canterbury. She has extensive professional experience in the quantification and mitigation of agriculture and land-based GHG emissions.
At ICF, Hazelle contributes to the compilation of the U.S. GHG Inventory, supports state and local emission inventories and mitigation planning, and develops corporate decarbonization strategies for clients in the agriculture and forestry sectors. Her recent projects include leading technical analysis for the National Park Service’s Climate Friendly Parks program, supporting international transparency efforts for the U.S. Environmental Protection Agency, and advising on emission factors in international trade models for Virginia Tech and the U.S. Department of Agriculture.
Hazelle’s work has been instrumental in developing GHG mitigation strategies and improving inventory methodologies across various countries and regions. She primarily collaborates with the U.S. EPA, USDA, state and local agencies, universities, and corporations.
She has built an extensive international network through her work as part of the Secretariat to the Global Research Alliance on Agricultural Greenhouse Gases and through international AFOLU inventory capacity-building initiatives. Hazelle has worked extensively in Africa, Asia, and Latin America. She is a qualified United Nations Framework Convention on Climate Change reviewer of national GHG inventories, nominated to the international Roster of Experts, and has professional proficiency in Spanish.
