Megan Spellacy

Manager, International Trade
Megan is an international trade expert committed to using quantitative and qualitative research to support equitable federal trade policies that aid the rights of labor and private sector growth.

Megan Spellacy is manager of international trade and supply chain research at ICF. She has 25 years of experience researching trade policy issues, their impact on labor in the U.S. and abroad, and developing actionable policy solutions for the U.S. federal government. With a background in international trade, Megan has worked to develop client centric solutions for NGOs, private industry, and government agencies.

Megan has piloted methodologies in mixed-method studies to trace the movement of goods at risk of being produced with forced or child labor through the international supply chain. As part of these efforts, Megan has conducted qualitative interviews, training, and provided expert guidance on the ground to projects internationally, including in Thailand, the Philippines, India, Türkiye, Ecuador, and Kenya.

Megan holds a master’s degree from Johns Hopkins, SAIS, and a bachelor’s degree from Grinnell College.
