Joshua Phillips

Joshua is a technology innovator with over two decades of professional IT experience in the healthcare and life sciences domains. He is passionate about delivering analytics and reporting solutions that have a significant, positive impact for his clients and our society.

Joshua helps clients convert to using information technology best practices and innovations in analytics and data science, as well as data engineering and infrastructure across all client engagements. He is an avid coder, and as a solution architect on multiple projects, Joshua provides hands-on technical leadership to our engineers while collaborating with stakeholders to provide tactical and strategic insights and guidance.

Joshua joined ICF through the 2022 acquisition of SemanticBits where he served as chief technology officer, chief security officer, and most recently, chief data officer.
