Gwendolyn (Gwen) Morgan (DrPH, MPH) is a senior capacity strengthening advisor for the U.S. Agency for International Development (USAID)’s Surveys for Monitoring in Resilience and Food Security (SMRFS) project at ICF.
Gwendolyn (Gwen) Morgan (DrPH, MPH) is a senior capacity strengthening advisor for the U.S. Agency for International Development (USAID)’s Surveys for Monitoring in Resilience and Food Security (SMRFS) project at ICF. SMRFS supports the design, implementation, and dissemination of results from high-quality population-based surveys using approaches that strengthen data collection, analysis, and utilization capacities while emphasizing state-of-the-art survey methods.
Gwen leads the design, management, and evaluation of SMRFS’s capacity strengthening initiatives, aiming to enhance understanding and application of population-based survey data. She works closely with country-based stakeholders, including national bureaus of statistics, data collection organizations, USAID missions, and implementing partners. In this role, she develops coherent, inclusive, and innovative plans tailored to local needs and opportunities and fosters systems for knowledge sharing among SMRFS project staff and partners.
Gwen has more than 20 years of experience managing teams and conducting population and health research. Her expertise includes designing and leading complex household surveys, creating research protocols and tools, preparing IRB submissions, managing household listing and mapping exercises, and conducting quantitative data analysis. She has authored and contributed to numerous publications and conference presentations, consistently delivering engaging and actionable insights for diverse audiences.
Before joining ICF, Gwen served as monitoring, evaluation, research, and learning (MERL) director for global health at IBTCI, where she led initiatives for the Millennium Challenge Corporation’s Social Behavior Change contract and household survey research projects. She has also held leadership roles on large-scale USAID projects, including as deputy director of the $290 million Evidence to Action (E2A) project, which focused on scaling up family planning and reproductive health services.
Gwen’s earlier work includes serving as a research scientist at the African Population and Health Research Center, where she led initiatives funded by the Bill & Melinda Gates Foundation and contributed to the African Strategies for Health Project.
A passionate advocate for improving survey data quality and capacity building, Gwen is driven by her commitment to using data to advance knowledge and improve programs.
