Kim McCarley is a strategic and results-driven business development executive with more than 20 years of experience in federal contracting, specializing in initiatives that support children, youth, and families. As vice president and ACF account lead at ICF, she drives business development strategy and client engagement for the Administration for Children and Families (ACF), leveraging deep expertise in the federal buying cycle to shape winning pursuits.

Kim is known for her ability to forge strong client relationships, develop strategic partnerships, and expand market opportunities. She brings a proven track record of identifying growth opportunities, leading high-impact initiatives, and positioning organizations for long-term success.

Before joining ICF in 2019, Kim provided business development leadership to small businesses focused on federal programs supporting children, families, and communities. Her earlier career spanned two decades in the healthcare industry, where she managed operations for a medical practice and an outpatient rehabilitation center.

A veteran of the United States Army Reserve, Kim applies discipline, adaptability, and strategic foresight to every aspect of her work.
