Joanna Matos-Hicks
Joanna Matos-Hicks has more than 18 years of experience providing strategic and technical support related to regulatory policies and procedures.
As senior director of disaster management, Joanna Matos-Hicks provides strategic and technical advice to Puerto Rico’s Central Office of Recovery, Reconstruction and Resiliency (COR3) pertaining to all applicable federal and local laws, policies and procedures, and related regulatory and appellate processes under grant management and project development services. She also provides compliance assistance and supports COR3 in implementing its disaster recovery initiatives to meet federal and government standards, with the goals of improved accountability, transparency, and the efficiency of the program through detailed monitoring and reporting on the progress of subrecipients' projects. Joanna is the primary liaison for COR3 and FEMA concerning all aspects of grant management, compliance, policy, legal issues, and appeals process of the public assistance grant program.
Prior to joining ICF, Joanna served as a partner at O’Neill & Borges, LLC, a leading law firm in Puerto Rico. During her time there, she successfully litigated cases across federal and state courts, along with administrative and arbitration proceedings including those under the Financial Industry Regulatory Authority and American Arbitration Association, in matters relating to labor and employment, benefits, securities, and other civil claims.
