Tom Lock
Tom has more than 15 years of experience in energy efficiency, covering a broad spectrum of roles across the United Kingdom, Europe, Turkey, and Ukraine. He has worked for the European Commission, including the Executive Agency for Small and Medium-sized Enterprises (SMEs), as well as the Directorates-General for Internal Market, Industry, Entrepreneurship and SMEs (DG GROW); Energy; and Neighbourhood and Enlargement Negotiations (DG NEAR). His clients have also included the European Bank for Reconstruction and Development (EBRD), the United Nations Development Programme (UNDP), and the UK Government’s Department for Business, Energy and Industrial Strategy and Energy and Department for Energy and Climate Change.
In his role with us, Tom provides technical briefings on regulations for minimum performance standards and energy labeling. He leads the product standard-setting and review process, conformity assessment, and product technical assessment for the Energy Technology List. Tom recently completed the project management of an Ecodesign and energy labeling preparatory study for DG GROW on hand dryers.
Tom is a senior international energy efficiency policy expert for EBRD and DG NEAR, delivering a policy dialogue in Ukraine to support Ecodesign’s legislative adoption. Tom was also a senior technical expert, providing technical assistance on product policy for DG NEAR’s INOGATE program in Ukraine.
From 2012 to 2015, Tom delivered four pan-European projects focusing on best in class enterprise resource planning (ERP) and market surveillance. In 2012, he completed the technical authoring of PAS 2030 to install energy efficiency measures under the Green Deal and the Energy Companies Obligation. He also completed a consultancy contract with UNDP providing ERP policy and market surveillance expertise and training for 300 government inspectors in Turkey.
