Tamer is a seasoned project manager with two decades of experience in disaster recovery, managing projects for state, local, federal, and private non-profit entities. As a senior manager at ICF, he has developed a reputation for his exceptional skill in navigating the complex landscape of FEMA’s Public Assistance Program. His expertise includes project management, disaster preparedness, emergency response, long-term recovery, 406 mitigation, and project closeout. Tamer has successfully guided communities in reclaiming over $500 million in FEMA reimbursements and more than $150 million in grant funding.

Tamer's extensive career encompasses a wide array of disaster events, including hurricanes, ice storms, tornadoes, and floods. His efforts have been instrumental in the recovery processes following major incidents such as Hurricane Katrina, Superstorm Sandy, Hurricane Irma, the Covid-19 pandemic, and Hurricane Helene. His ability to manage high-stakes projects is exemplified by his assistance in recovering $1 billion in reimbursements during the aftermath of Superstorm Sandy in New York.

Tamer has expertly navigated the intricacies of managing grant funds and developing Project Worksheets (PWs) for numerous federal disaster relief efforts. He has also proven his leadership capabilities by overseeing a team of accountants in quality assurance and quality control processes.
