Matt Kelly
Matt Kelly is a Director at ICF with more than 11 years of consulting in energy markets with experience in market assessments, energy resilience, policy analysis, critical energy infrastructure risk assessment, energy security, energy transition planning, greenhouse gas (GHG) inventories, and decarbonization. Matt leads multi-disciplinary project teams of engineers, economists, GIS specialists, and climate specialists to analyze energy markets for public and private sector clients.
Matt has led and provides support to the Department of Energy’s Office of Cybersecurity, Energy Security, and Emergency Response team planning for and responding to energy disruptions such as hurricanes, wildfires, pipeline explosions, refinery fires, and other large-scale events. Additionally, he has worked with states on projects related to energy disaster planning and energy security including Alaska, Hawaii, Florida, Maryland, Pennsylvania, and Rhode Island.
Matt also has led projects evaluating Scope 1, 2, and 3 GHG inventories, forecasting GHG emissions, and identifying cost-effective GHG emission reduction opportunities and decarbonization pathways for commercial, state, and federal clients. For the U.S. Environmental Protection Agency, Matt led methane emission surveys to identify and present methane reduction opportunities at production wells, offshore production facilities, a floating storage and offloading facility, processing facilities, gathering and boosting facilities, distribution and natural gas vehicle (NGV) truck fueling stations, and NGV vehicle fueling stations.
