David Freytag

Senior Vice President, Energy, Environment, and Infrastructure

David Freytag leads ICF’s environment and planning division, serving commercial, state and local, and federal clients. He has more than 27 years of experience in environmental planning and management within the United States.

David prepares complex, multiagency planning and environmental documents for major infrastructure projects throughout the United States. He has served as a project director, program manager, and project manager on a range of environmental and planning documents for projects involving analyses and documentation to meet the requirements of the National Environmental Policy Act (NEPA), the California Environmental Quality Act (CEQA), Sections 401 and 404 of the Clean Water Act, Section 7 of the Endangered Species Act, Section 106 of the National Historic Preservation Act, and Section 4(f) of the U.S. Department of Transportation Act.

David holds a Master of Urban Planning and a Bachelor of Environmental Design from Texas A&M University.
