Rachel Barney
Rachel is an industrial and organizational psychologist with over fifteen years of applied and research experience in the areas of training, evaluation, coaching, and test design. As a human capital consultant at ICF, she currently manages leadership development and succession planning projects for federal government agencies.
Rachel is an industrial and organizational psychologist with over 20 years of contract and project management experience focusing on workforce management, leadership development, organizational design, and strategic planning. She directs projects focused on developing and implementing succession plans, human capital strategic plans, and multi-year workforce plans. Rachel oversees leadership development and competency assessment programs and establishes and manages formal mentoring programs for government agencies.
She designed and facilitated training in executive leadership, conflict management, team building, delegation, performance management, cultural competency, motivation, and other topics across an array of agencies. She also leads strategic planning offsite retreats, where she facilitates the development of organizational goals for groups of senior and executive leaders.
In addition, Rachel leads diversity, equity, and inclusion projects. She conducts barrier analyses that ensure agency policies and practices are applied fairly regardless of race, religion, sex, national origin, and disability status. Rachel’s resulting implementation plans help agencies recruit, select, develop, and promote a workforce in a manner that is fair, inclusive, and equitable.
As an executive consultant and main point of contact, Rachel oversees blanket purchase agreements (BPAs) and is responsible for ensuring all deliverables exceed client standards and expectations, and are completed on time and within budget.
Rachel’s clients include the Centers for Disease Control and Prevention, Internal Revenue Service, Transportation Security Administration, Housing and Urban Development, Social Security Administration, and Architect of the Capitol.
Rachel holds master’s and doctorate-level degrees in industrial psychology from the University of South Florida and is certified in strategic workforce planning and as a project management professional.
