MEASURE Evaluation
As a part of MEASURE Evaluation since 1998, ICF has designed and implemented a wide range of evaluation studies—from rapid assessments to multiyear, multicountry studies. We focus on malaria and other infectious diseases, working primarily in Kenya, Mali, the Democratic Republic of the Congo (DRC), Madagascar, Sierra Leone, Niger, Cameroon, and Liberia.
ICF helps identify needs and collect and analyze technically sound data. Countries rely on this information to then guide public health decisions. We operate as a subcontractor to UNC’s Carolina Population Center—an organization within USAID’s main vehicle for improving monitoring and evaluation (M&E) in population, health, and nutrition worldwide.
Our impact
In support of federal programs, such as the Presidential Malaria Initiative and the Emerging Pandemic Threats Initiative, ICF has helped develop M&E guidance and standards for malaria, avian influenza, HIV/AIDS, and more. We regularly contribute to USAID missions and national health systems across the full range of health interventions. ICF has also built tools, processes, and guidance to help countries gradually migrate from paper-based information systems to digital systems that provide better quality data for decision-makers.

Malaria: Facing a Health Crisis with a Solid Plan
DRC’s long history of conflict has exacerbated health challenges for its people, malaria in particular. This treatable and preventable disease causes 50% of deaths of children under age five. MEASURE Evaluation helped develop a national strategic plan to address the epidemic.
Measuring the Impact of Malaria Interventions in DRC
Increased funding has led to scaled-up malaria interventions in DRC. Since 2011, MEASURE Evaluation has provided technical and administrative support to evaluate the efficacy of each effort.
Routine Data, Uncommon Evaluation
Despite challenges like fuel shortages and missing health records, MEASURE Evaluation completed an innovative, mixed-methods assessment of malaria interventions in Nigeria.
Data for Decision Making for Malaria Control in Mali
Insufficient resources and poor access to technology have limited Mali’s ability to meet the demand for high-quality, timely data on malaria. MEASURE Evaluation supports M&E systems for Mali’s National Malaria Control Program to guide evidence-based decision making.
Gender Data Sheds Light on Vulnerable Populations in Zambia
Countries in sub-Saharan Africa often do not have gender-related data to inform their health strategies. Yet, more women in the region are infected with HIV than men, which exemplifies the urgent need for such data to inform solutions to address the inequity.
Data Driven: Good Information Advances Health Outcomes in the DRC
In the DRC, MEASURE Evaluation is working to enhance data on malaria to advance strategic program planning and management. This focus on improving the availability, accuracy and completeness of data will lead to improved programs and decreased cases of malaria.
Establishing DRC Data Management Centers of Excellence
Data management in health facilities is a major challenge in the DRC, where resources are strained at best. In an effort to expand routine reporting, MEASURE Evaluation has helped establish four centers of excellence in select health facilities.
